Exposure, inequality and the politics of silence
Preface
Some objects earn attention by being strange. This one earns it by being ordinary and almost never looked at directly: the sound no one asked for, the hum beneath a day. The interest that brought it into focus is older than the subject itself — a long preoccupation, across earlier work, with risk and how it comes to be known, with what counts as evidence, and with what an instrument makes visible or leaves in the dark. Environmental noise turned out to be the ideal material on which to pursue that question, being wholly physical and quietly epistemological at the same time: pressure in air, metred and mapped and costed in euros and healthy years, and yet a harm decided in part by the very metric used to record it. That this harm should be treated as a measurable risk rather than a matter of manners is the argument of the introduction. What belongs here is smaller — why the subject seemed to warrant a work of its own, and of what kind.
The kind is a diagnosis, not a manual. What follows is neither an acoustician’s textbook nor an epidemiologist’s monograph, though it leans on both; it sits at the seam where a measurable harm meets the politics of its own measurement, and the aim is to describe that seam clearly rather than to legislate across it. One discipline is held without exception, because the rest depends on it: noise stays material and acoustic throughout, pressure variation in air rather than a figure of speech. The pull toward metaphor is real and strong, and here it is refused. However inviting the slide, the word never dissolves into informational overload or signal-to-noise in the abstract. The epistemic thread that does run through the chapters enters only through the instruments and the law. It is set out plainly, once, in the introduction, and thereafter left to work unannounced.
A word on how the work was made, kept in full in the appendix. AI assistance was used across the project’s phases, in drafting, in cleaning data and in building the interactive pieces. Its use is declared openly rather than tucked out of sight. What that assistance did not do was set the standard of proof. Every empirical anchor was checked against a primary source before any prose was built around it; no digital object identifier was inferred, and no source invented to close a gap. Where a source was still missing, the claim waited. The judgement throughout is the author’s, and the machine was a fast, tireless assistant held to a deliberately slow discipline.
The cases and simulators are anchored in European cities of varied type, from a dense Mediterranean metropolis to a sprawling capital to a mid-sized southern city. That variety is itself part of the evidence, because the same aggregate resolves very differently from one street to the next. Barcelona carries the most weight, being the place where the distribution of exposure inverts the pattern deprivation would predict; Madrid and other European cities take their share beside the continental and global figures that give them scale. Where the published data allow, the argument draws as well on closer ground — Granada’s metropolitan noise map, an Andalusian rail corridor, a compute campus proposed at the city’s edge — guided by a simple conviction: a diffuse, statistical harm is understood best where someone actually lives with it, at the window of a real bedroom on a real street, and not only as a continental total.
A practical note on the medium. This is a live HTML monograph, best read in a browser with the simulators running rather than in print. Each chapter pairs its prose with data, a cited figure and, wherever a genuine parameter exists, an interactive the reader can drive. A static or printed copy would keep the prose, the data and the figure, and lose the interactive.
